Who can rent out a whole HDB flat?

For whole-flat rental, HDB's current guidance states that Singapore Citizen flat owners who have fulfilled the Minimum Occupation Period may rent out their flat, while Singapore Permanent Resident flat owners are not allowed to rent out the whole flat.

整套HDB出租方面,HDB目前说明,符合最低居住年限(MOP)的新加坡公民屋主才可出租整套组屋;新加坡永久居民屋主不可出租整套组屋。

HDB approval should be obtained before tenancy starts

Landlords should check the latest HDB requirements and obtain approval before the tenancy commencement date. This is especially important when the tenant profile includes non-citizens or when occupancy limits may apply.

房东应在租约开始前确认最新HDB要求,并按规定申请批准。若租客为非公民,或涉及人数限制,更需要提前确认。

Key items to prepare before marketing

  • Check whether the flat has fulfilled MOP and is eligible for whole-flat rental
  • Confirm the intended lease period and available date
  • Prepare photos, video walkthrough and basic floor plan if available
  • Decide whether the unit will be rented furnished, partly furnished or unfurnished
  • Set a realistic rental asking price based on unit condition, location and current demand

Pricing and tenant profile matter

For whole HDB rental, pricing too high may reduce enquiries, while pricing too low may leave money on the table. Tenant profile, number of occupants, lease duration, move-in date and documentation should be discussed clearly before accepting an offer.

整套HDB出租时,租金定得太高可能影响询问量,太低又可能损失租金收益。租客背景、入住人数、租期、入住日期及所需文件,都应在接受offer前说明清楚。
